The competition is open to residents and non-residents of the Republic of Uzbekistan who have fulfilled the conditions for participation in them.

SUBJECT OF THE COMPETITION - purchase of two sets of technological equipment (metal silo) for storage and transportation, conditioning of wheat with a capacity of at least 2000 tons each.

The marginal cost is $ 217,000 for two sets.

I. General Conditions of Competitive Bidding:

1. To participate in the competition, participants must have the necessary technical, financial, material, human and other resources to fulfill the contract.

2. The customer and the procurement commission are not responsible and are not liable for the costs of the participant, regardless of the nature of the competition or the results of the competition.

3. The outer envelope with the qualification documents and tender proposals are accepted daily from 9 ⁰⁰ - 18 ⁰⁰ am Tashkent time. Reception ends at ^11:00 on December 17, 2020.

4. Detailed requirements for the design of the tender proposal are indicated in the tender documentation.

5. The delivered goods must comply with the technical requirements specified in the tender documentation.

6. Bids must be valid for at least 90 (ninety) days from the date of opening the envelopes with bids.

7. Before opening the envelopes with tender bids, on the basis of the submitted qualification documents, the tender commission shall conduct a qualification selection of participants.

8. For the qualifying selection, participants must meet the following criteria:

- availability of the necessary technical, financial, material, human and other resources for the execution of the contract;

- Eligibility to conclude a contract;

- absence of tax arrears and other obligatory payments;

- the absence of bankruptcy procedures introduced in relation to them;

- the lack of a record about them in the Unified Register of Unscrupulous Performers.

9. As a guarantee of the irrevocability and invariability of the bid during the agreed period of time, the participants are required to pay a deposit.

10. In order to attract the largest number of participants for these competitive biddings, the commission made the following decisions:

- to determine the form of the deposit both in cash and in the form of a bank guarantee.

- determine the amount of the deposit in the amount of 4340 US dollars.

In case of making a deposit in cash:

- funds are deposited into a special account of JSC "BIOKIMYO" not later than the last date for accepting bids;

- foreign participants can deposit funds in US dollars;

- funds of domestic producers (suppliers) are deposited in national currency;

- funds are considered deposited from the moment they are received.

In the case of a bank guarantee:

- the guarantee is issued in the name of JSC BIOKIMYO;

- the warranty period must be 90 (ninety) calendar days from the last date for accepting bids;

- the guarantee is drawn up in accordance with international rules on bank guarantees No. 758;

- confirmation of the guarantee is sent via SWIFT before the expiration of the last date for accepting bids.

11. Offers without a deposit will not be considered.

12. All banking expenses for the deposit and return of the deposit are borne by the participants in the competitive bidding.

13. The tender committee has the right to disqualify a participant if the deposit is not paid before the expiration of the last date for accepting bids.

14. Opening of envelopes with tender proposals is carried out directly at the meeting of the tender committee.

15. The meeting of the competition committee is scheduled to be held at ^11:00 (Tashkent time) on December 17, 2020 in the meeting room of JSC "BIOKIMYO".

II. Competitive bidding conditions for foreign participants.

1. The cost of products must be indicated in hard currency.

2. Terms of payment:

For foreign suppliers:

- 100% irrevocable, divisible, unconfirmed letter of credit in hard currency (if it is necessary to confirm the letter of credit, the costs of its confirmation are paid by the initiator) , which is disclosed in the following order:

- 80% is disclosed upon delivery of goods to the Republic of Uzbekistan;

- 20% is disclosed within 20 days after the completion of the equipment commissioning certificate between the Supplier and the Customer.

3. Delivery time - 90 calendar days from the date of opening the letter of credit.

III. Competitive bidding conditions for domestic participants:

1. The cost of products must be indicated in national currency.

2. Terms of payment:

For domestic suppliers:

-15% prepayment in the national currency of the Republic of Uzbekistan;

-85% in the national currency of the RUz. paid by direct bank transfer within 20 days after the completion of the equipment commissioning certificate between the Supplier and the Customer.
